    i would not recomment this one.. i've used it and it does not meet the expectation of a nikon lens.

    true this lens is not exceptional but the range is convenient. can't compare with f/2.8 for sure but people normally choose it because of the price range

    there is another one from nikon is very much better.. can not recall it right now

    28-200 maybe ? or something like this
    it comes with VR...

    it is much better..

    There're 2 new Nikkor lens, maybe you're referring : AF-S NIKKOR 28-300mm f/3.5-5.6G ED VR, and AF-S NIKKOR 24-120mm f/4G ED VR
