You can make a PDF file on iwork, but you can not edit PDF file using iwork. That what I know.
Sometimes I need to create PDFs or convert/edit PDFs from and to. While checking the internet I found that there are many programs to do so other than Acrobat, other software developers have many equivalent software but at a more reasonable price, the most expensive was for around USD 100/=.
However, it comes with one problem, all these software packages are mainly for PC & Windows environment. Could not find anything similar anywhere.
So the question is, does such software exist (other than Acrobat for Mac)? If Yes, What !!!
If No, what is the workout.

Not sure I exactly understand the question. Creating PDFs on Mac OS X is as easy as printing the document and selecting "Save as PDF". Turning PDFs into something different might be trickier because the PDF might be locked down so a user cannot do anything to it, including copying text, printing, and more.

That I figured out, however, check out the software on the web if you do PDF Creator search, you will find a lot for Windows, but noting even close to Mac other than Acrobat.

Please give me more details about what exactly you want to be able to do with the PDFs. I am pretty sure I can explain how to do it without any special software. OSX has great built in support for PDFs.
But I looked around and I found this, for example... PDFpen: PDF Editing Software for Mac OS X
For Example at work I create PPTs, receive some PDFs, Excel Sheets, which need to be put and combined in a write up some times in a common format to all as PDF and vice versa. Sometimes it is not all together, but occasionally it could be all together.
The main thing is the capability to convert files from and to with editing capability in a PDF format.

If what you need is to combine two PDFs, you can do that via Finder.
I think the main reason is that the Mac prints to PDF out of the box.
So penetrating such a market is very hard.
Those who need something more complex use Adobe.

I see, then I think you can do all that with what you have already...
The thing is you don't really need to be able to "create" PDFs. You can create anything elsewhere (Pages, Word, ect) and MAKE a PDF from it. Then, with a PDF itself, you can add notes, links, and objects. Only thing you can't do directly, is edit a PDF, which is problem most of the time anyways, as PDFs from other sources are set to be "read-only". You can edit it to some extent by copy/pasting whatever it is that you need to edit to something like Pages or Word, edit it there, then print to PDF.
If you need more, then you can try out that software I gave the link to. It has a trial, so you can try it and see if it will work for you.

Yes PDFPen is good. Or PDFtools... I use Combine PDFs all the time. Check also the free PDFLab, FormulatePro, Skim, ... more and more.
Hope you're using Snow Leopard because Preview.app 5 has lots of hidden features and is becoming closer and closer to being a full PDF editor.
