The Dev Team's access is a hardware based issue.
And it seems Apple was able to patch it recently.
I wasn't able to jailbreak any of the newer iPhone 3GS phones I encountered.
The question now is will they find a new hole?
Indeed incremental updates are always optional... Major updates are another story though - just look at the iPhone OS version history!
The questions when 4.0 is out will thus be: [1] Is jailbreaking still possible? and [2] Is jailbreaking still worth the trouble?
Clearly the Dev Team is facing an increasingly challenging task, reaping fewer and fewer benefits. At some point the answer is bound to be no (if not with v4 then v5 etc.)

I installed 3.1.3 on my carrier unlocked 3GS - Internet Tethering is still disabled.
Apple say "speak to your carrier", but speaking to a wall would be more rewarding than speaking to Etisalat about this...
Etisalat doesn't allow tethering.

It's probably more correct to state that Etisalat allows Internet Tethering on every phone except the iPhone, no?
Well they don't allow it.
It's just that they have better control over it on the iPhone.
