How to install a custom Carrier Settings file

I recently bought an Etisalat 32gig iPhone 3Gs from Etisalat. I am not on any sort of data plan, only a prepaid Wasel sim. I can only send text messages and make calls if I switch the 3G option off which defeats the purpose of having a 3G phone. Would anyone recommend installing the 5.1 carrier settings? Would this help my problem? Is anyone else experiencing the same problem as me? The only help I get from 101 is that I must restore the phone to the factory settings and use it without any apps for 2 days as some of them might be clashing with Etisalat!

From the FAQ.

If this happens you might have trouble sending or receiving calls, and might have to restore it from a backup in iTunes to fix it.

FYI, if you don't have a plan you will be charged a lot of money to use 3G.
And if you don't want to get one, you might as well save the battery by turning it off.

on Windows the iTunes asks for the ipsw file & not an ipcc file... anyone knows how this is dome on windows ? its not as mentioned in the main post. ???

Thanks, i got it, you need to enable testing mode 1st by entering this command 1st:

"%ProgramFiles%\iTunes\iTunes.exe" /setPrefInt carrier-testing 1

No problem with installing ipcc ver 5.1 and getting logo etc on iPhone 3G ver 3.1.2 (7D11)

Currently the only way to enable tethering is to jailbreak your iPhone and then install a jailbreak application using Cydia.
