Engadget have a list of all countries/carriers that got the unlocked iPhone. Mobily here in Saudi Arabia is on the list, but for some reason, no STC.

Actually it's even easier to go straight to Engadget's story

UAE's not on the list. As far as I know both Etisalat and Du works.
