html querry for mac

I do HTML emailers. What is happening is that when I mail the emailer it to a PC user, the emailer opens fine. But when I mail it to my mac which has an Leopard OS, the mail opens as only an image and I am not able to click on the links. Also, there are 2 more macs with OS 10.4.1, this emailer opens on those, but not on 10.3 OS. Can you please guide me whether what can be done.

The html emailer that i do in dreamweaver has links. The background image is a jpeg. In this jpeg there are various sections which when clicked link to some url's.
So when I forward this same html file to a user who has leopard operating system, it opens as a simple jpeg file and when i try to click on any section of that html file which has links, it simply is not clickable. Now this happens only on leopard OS as the same html file opens properly on 10.4.1 OS. Please guide.

Some increased security settings in Leopard, perhaps?
