IMC Not selling new Macs with Leopard

What's the deal with this offer? Is it iStyle only or are all Apple Authorised Sellers doing it? I bought my MacBook here in Oman in October and choose not to do anything about Leopard till the first update came out. I called Fusion Logic today to inquire about how to get my upgrade and the guy tells me that I have to pay the full price like everyone else and tried to argue that he's never heard of this offer for people who bought their Macs in October.

I think it was iStyle only, but I'm not 100% sure.
