It doesn't? Even Google says they support it:

We've added support for two right-to-left languages, Arabic and Hebrew, in all features of Google Docs except for spreadsheets. We figured that "most" support sooner is better...so that brings our grand total languages supported to 40 for most of Google Docs!
Does any of the online/collaborative writing web sites support RTL?

Nisus Writer Pro is very good and not very expensive -- $79 for a single user and $99 for a three-user family pack.

Nisus commands and concepts are similar (though obviously not identical) to Microsoft Word so there is not a steep learning curve when using it, and you can easily save files in .doc format for sharing with Word users -- a word of caution though, Nisus formats RTL text differently than Word does, so although text written in Nisus will be legible to a Word user on the Windows platform, the formatting will sometimes get messed up.

Mellel has a very different approach to paragraph styles and editing commands. It may well be better, but I personally find it harder to use and less easy to share documents cross-platform. I'm also not sure whether Mellel is available in the UAE.

My choice for Arabic word-processing is Mellel www.mellel.com; it has everything you may need (No Arabic spell checking though but systemwide spell checker). Right now they have discount and Mellel would cost 35USD/licens

e. A "Five Pack" (or Family/SOHO pack) which includes 5 separate licenses cost 79USD.

If you have more specific question let me know.
